A foreign buyer choosing property in Georgia

How a Foreigner Can Buy Property in Georgia in 2026

Foreigners can buy apartments, serviced apartments and commercial property in Georgia and register ownership in their own name. Georgian citizenship or a residence permit is not required to buy ordinary urban property. However, the simple registration procedure does not remove the need to check the property, the owner or developer, the contract terms and the property's legal status before paying. Here is how a foreigner buys property in Georgia — from choosing a property to registering ownership.

How a property purchase works in Georgia

The process depends on whether you're buying a finished apartment, an off-plan unit, or resale property — but the general order is similar.

01.

Define the goal and budget

The first question isn't which complex to choose, but why you're buying property.

Permanent living, personal holidays, long- or short-term rental, and capital preservation each suit different locations and property types.

Even within Batumi, Old Town, New Boulevard, Heroes' Alley, Gonio and Chakvi differ noticeably in price, building character, infrastructure and demand.

02.

Choose a property

Once the budget and goal are set, you can compare specific offers.

Look beyond price per square meter — also check:

  • construction stage and handover date
  • location and the real distance to the sea or center
  • condition and finish level
  • installment terms
  • complex service costs
  • the management company
  • infrastructure
  • how many similar units the complex has
  • planned construction nearby

For investment property, look beyond the yield promised in the developer's presentation — understand what actually drives that income and who would rent the unit.

03.

Check the property and documents

This is one of the most important stages of a purchase.

Georgia's National Agency of Public Registry holds records of registered ownership, mortgages, public-law restrictions and other registered obligations. An extract and further information can be obtained for a specific property.

Before the deal, check at least:

On the resale market: who the registered owner is, whether the property's details match the documents, and whether a mortgage, seizure or other restriction exists.

When buying from a developer: the land documents, the seller's legal entity, the contract terms, the handover timeline and conditions, the unit's specifications, and the registration procedure.

IN PRACTICE

A polished render and a well-known project name say nothing on their own about the legal side of a purchase. Check the specific unit and the specific contract, even for a well-known developer.

What documents does a foreigner need to buy property?

The set of documents depends on the specific deal and how it is executed, but the main document for a foreign buyer is a valid identity document.

Additional documents may be needed depending on the deal structure, whether a representative is involved, the payment method, and the property itself.

Buying through a representative requires separately drawn-up authority for that representative.

It's best to confirm the exact document list right before the deal — especially if the buyer is outside Georgia or the documents were issued abroad.

Can you buy property in Georgia remotely?

Georgia has mechanisms for handling property transactions remotely. The National Agency of Public Registry, in particular, offers a Smart Contract service that allows certain property transactions via video session and electronic signing and registration, including an escrow mechanism where funds can be held in a protected account until the buyer's ownership is registered.

Whether a fully remote purchase is possible depends on the specifics of the deal and whether the relevant procedure is available to its parties.

A buyer outside Georgia should confirm how the deal will be handled before paying a deposit or signing a reservation agreement.

Buying an apartment from a developer

New developments appeal to foreign buyers especially for the chance to buy off-plan and use a developer's installment plan.

But comparing projects on the starting price per square meter alone is a mistake.

A $100,000 apartment in one complex and a $100,000 apartment in another can have very different economics after handover.

Worth comparing:

Handover date: how long your money is actually tied up in a building under construction.

Payment terms: the down payment size, the installment schedule and the final payment.

Unit format: a regular apartment, a serviced apartment, a hotel room, or another format.

Finish level: black frame, white frame, or a fully finished unit.

Management: whether you can rent it out yourself or a management company is mandatory.

Service fee: how much the complex will cost to maintain after handover.

Competing supply: how many similar studios and units will hit the rental market at the same time.

Garant Group's approach

We compare offers across projects and developers, not just the price per square meter. We factor in the purpose of the purchase, budget, payment terms, location, and alternatives in other projects and districts.

Does buying property give you residency in Georgia?

Buying property by itself doesn't automatically grant residency. But owning property above a certain value can be grounds for applying for a matching type of residence permit.

As of September 2026, short-term residency may be granted to a foreigner who owns property in Georgia — excluding agricultural land — with a market value above the equivalent of $150,000 in GEL.

The value must be confirmed by a certified appraiser. This ground is also available for the owner's spouse and children.

Investment residency has a separate threshold: property worth above the equivalent of $300,000 in GEL, or a qualifying investment.

Where to buy property in Georgia?

The choice of location depends above all on the purpose of the purchase.

For permanent living, urban infrastructure, transport and everyday services matter most. For a holiday property, the sea, tourist flow, seasonality and management matter more. For an investment purchase, also factor in new supply volume and potential liquidity.

Batumi is the largest resort market on the Georgian coast, with very different property formats — from the historic center and modern high-rise development to quieter suburban resort areas.

What to consider before buying

Don't focus only on price per m²

A low starting price can come with a long construction timeline, extra renovation costs, or high service fees.

Check the real location

"5 minutes to the sea" and "300 meters from the sea" don't always mean a convenient walking route — especially in the sloped areas of Gonio, Kvariati, Green Cape and parts of Batumi's suburbs.

Compare contract terms

Price is only one part of the deal. The payment schedule, handover timeline, termination terms and each party's liability all matter.

Look past handover

For investment property, understand who will manage it, what it will cost to maintain, and how much competing supply exists.

Check documents before paying

Legal due diligence is best done before a significant payment, not after signing the main documents.
