Residence Permit in Georgia Through Property
Buying property in Georgia can be more than a home for living or an investment — it can also be grounds for a residence permit. Starting March 1, 2026, a foreign owner of property with a market value above $150,000 in GEL equivalent can apply for Georgia's short-term residence permit. For property above $300,000, a different mechanism applies — the investment residence permit.

Residence permit through property — the basics
There's a key nuance here: what matters for the residence permit is not the advertised price of the apartment, nor just the contract amount, but the confirmed market value of the property.
So if a residence permit is one of your purchase goals, it's better to factor in the property requirements before the deal, not after.
What changed on March 1, 2026
Before the legislative change, the threshold for a short-term residence permit through property was $100,000.
As of March 1, 2026, it was raised to above $150,000 in GEL equivalent. The new rule is set directly in Georgia's Law on the Legal Status of Aliens and Stateless Persons.
This matters when searching for property in Batumi or Tbilisi. If a buyer's budget is around $150,000-170,000, you can't simply pick an apartment at that listed price and assume the residency condition is automatically met.
- the purchase price
- the market valuation
- the legal status of the property
- the registration of ownership
All of these need to be considered together, not just the price in the listing.
The apartment's price and its value for residency aren't the same thing
Say an apartment is listed for $160,000. That doesn't automatically mean it meets the residency requirement.
For the short-term residence permit, the property's market value must be determined by a certified appraiser accredited by the Georgian Accreditation Center.
Listed price $160,000 → purchase → residence permit — that's too simplified a scheme.
The more accurate order is: choose a property → verify it → buy it → register ownership → get a valuation → apply for residency. If residency is critical, it's worth estimating the likely appraised value while still choosing the property.
What property qualifies
The short-term residence permit requires ownership of real estate in Georgia with a market value above $150,000 in GEL equivalent. Agricultural land is explicitly excluded.
That means two things matter for the buyer at once:
01 Property value: it has to meet the set threshold.
02 Legal status of the property: you need to know exactly what's registered in the Public Registry.
Can you get a residence permit for an off-plan unit?
If a building is still under construction and the buyer isn't yet registered as owner of a qualifying property, simply signing a contract with the developer shouldn't automatically be treated as grounds for residency.
For the short-term residence permit, the official document list requires proof of ownership of the qualifying property.
So if a client wants to buy at an early stage and get residency at the same time, it's worth checking in advance when ownership will be registered and whether the deal structure fits the migration requirements.

Who can get residency alongside the owner
The short-term residence permit isn't limited to the foreign owner of the qualifying property.
The official rules also allow it for the spouse and child(ren) of the permit holder, once the family relationship is confirmed. Family members file their documents separately.
This matters especially for clients who see the purchase not only as an investment, but as part of relocating the family to Georgia.
Documents you'll need
According to the State Services Development Agency, applicants for the short-term residence permit generally need:
- an application in the prescribed form
- a copy of a travel document
- confirmation of legal stay in Georgia
- a document confirming ownership of the qualifying property
- a valuation report confirming its market value
- a digital 3×4 photo
- confirmation of payment for the state service
Family members additionally need a document confirming the relationship. It's best to confirm the exact document set right before filing, since requirements and administrative practice can change.

What happens after a year
The short-term residence permit through property is issued for one year.
If the owner continues to hold the property that was the grounds for the permit, they're exempt from re-confirming its market value with a new valuation upon renewal.
So the pattern looks like: purchase → valuation → first permit → keeping ownership → renewal.
But if the ownership structure changes, the property is sold, or a different basis for residency appears, that situation needs to be assessed separately.
What happens if you sell the apartment
The law is explicit: the short-term residence permit ends if ownership of the property that was its basis ends.
So an apartment bought for residency isn't just an asset you can sell independently at any time without affecting your migration status.
If you're planning to replace one property with another, it's best to check how to preserve or change the basis of the permit before the sale.

Selling or replacing the property that was the basis for your residence permit can affect your migration status. We'll check how to preserve that basis before the deal.
What does property above $300,000 give you
It's important to keep these two regimes clearly separate.
For the investment residence permit, the rules on family members and further status differ from the standard short-term permit, so the two mechanisms shouldn't be lumped together.
Above $150,000
Short-term residence permit. Initially 1 year. Basis — the qualifying property.
Above $300,000
Subject to statutory conditions, property at this value can be the basis for the investment residence permit, which can be issued for 5 years.
What happens after 5 years
For a holder of the investment residence permit granted on the basis of property above $300,000, the law provides for the possibility of obtaining a permanent residence permit, if the relevant ownership has been maintained for a cumulative five years and the other procedural requirements are met.
- property above $300,000
- Investment Residence Permit
- 5 years of ownership meeting the requirements
- possibility of moving to a permanent residence permit
If residency is the goal, choose the apartment differently
A typical client request might be: "I want an apartment in Batumi up to $160,000." But once they add: "and I want to get residency through it," the task changes.
It's not enough to find a nice apartment around that budget. You need to factor in at once:
- the property's market value
- its legal status
- the timing of ownership registration
- the type of property
- the margin above the set threshold
- the purpose of the purchase itself — living, rental or investment
That's why we ask clients to tell us about a residency goal before the search starts, not after a deposit is made.
